Expected Hiring Range: $145,000 - $185,000 depending on qualifications and experience

The Town of Vail is now seeking an innovative professional with a track record of initiating creative solutions. A collaborative leader with experience in bringing diverse groups together for common ground solutions. Demonstrated success in orchestrating the building (to completion) of housing development projects. 

 

The Housing Director reports directly to the Town Manager as a director and member of the town’s management team. They are responsible for managing and sustaining community through the creation and support of resident and workforce housing in Vail. This position will lead the implementation of policy and directing projects related to development of the town’s long-range housing policies, housing plans and a wide range of housing programs to assure that Vail achieves its adopted resident and workforce housing goals.

 

Essential Duties and Responsibilities

 

  • Directs, plans and coordinates the Town of Vail Housing Department which is responsible for the overall housing policy and housing programs for the community-wide housing initiatives.
  • The Housing Director serves as the face of residential housing for the Town of Vail and stimulates its growth for a sustainable community.
  • Leads strategy to strengthen our community and our long-term success of Vail as a leader in resort community housing policy and practice.Creates entrepreneurial public/private partnership, provides sustained leadership, management direction, and expertise to the Housing team and Vail Local Housing Authority in the accomplishment of team objectives and established work programs. Maintains reports and controls on program/project progress.
  • Provides professional counsel and expertise to applicants, the public, and decision-making boards, offering solutions to complex housing issues.
  • Proactively proposes, evaluates and executes residential and affordable housing strategies for implementation; projects will include both the creation of the housing itself as well as identifying future needs, attracting investors, developers and homebuyers.
  • Prepares and successfully implements the housing team’s annual work program through demonstrated and measureable action steps and ensures the work is completed in a timely, effective and fiscally responsible manner.
  • Serves as a liaison for the Town with the Vail Local Housing Authority. Conducts meetings and coordinates efforts for public input.
  • Is responsible for of all the town’s initiated public housing projects and programs. Ensuring each project and program has sound construction design and practices, abides by municipal code, and operates within approved financials.
  • Attends community meetings and seeks input from a diverse group of community, internal and regional stakeholders to create housing policies and programs to meet the needs of the community and its residents.
  • Works to educate constituents, gather feedback on key issues. Creates presentations for informational meetings as well as formal public hearings.
  • Oversees the Town’s annual workforce housing lottery process and administers the purchase and sale of residential real estate property in support of the Town’s housing strategic plan.
  • Collaborates with the finance department on development of financial pro-forma and cost/benefit analysis detailing the suitability of projects for inclusion as affordable housing properties. Analyze joint venture proposals. Assists in the preparation of financial analysis that may lead to ballot questions for consideration of the voters.
  • Manages and provides professional counsel and recommendations on the utilization of fee in lieu payments collected by the Town of Vail and other town supported housing programs.
  • Identifies and searches out financial resources and ongoing sources of funding the Town’s housing programs and housing projects.
  • Works with the Town Attorney to write and review contracts for the purchase of real property, and function on behalf of the town in the creation of joint funding and development agreements, memorandums of understanding, and other binding documentation necessary in the development of affordable housing.
  • Ensures an accurate and complete database of deed restricted units within the Town of Vail is maintained as well as certifying compliance of these units.
  • Responsible for the preparation and administration of the annual Department budget.
  • Ensures long range workforce housing related planning documents remain pertinent, relevant and up-to-date.
  • Ensures timely, accurate and responsive answers to questions directly from the public and internal customers.
  • Keeps abreast of developments within the affordable housing field by subscribing to professional journals and publications, attending conferences and seminars, and associating with appropriate professional organizations. Avails self of training opportunities in discovering programs for technical and professional development that benefits the Town’s workforce housing efforts.

Skills / Requirements

Knowledge, Skills and Abilities:

 

  • 7 to 10 years broad-based level housing/planning/development experience required with at least three years of management and supervisory experience.
  • Knowledge of construction design and practices, municipal code administration, project management, and real estate development/finance.
  • Strong organizational and administrative skills with the ability to prioritize a dynamic work program.
  • Demonstrated workforce housing program administration and development.Resort community experience desirable.

Education, Experience and Certifications:

 

  • BS/BA in relevant and related housing/land use/urban regional planning, public administration/policy disciplines required.  Master’s degree preferred.
  • Possess a Colorado real estate license or ability to ensure a member of the Housing Department staff holds a current Colorado real estate license.
